Phase 1

Phase 1 of this work used a ‘choice modelling’ approach to understand how changes to services may influence Nhulunbuy residents’ and business owners’ decision to stay, go or grow their investment in Nhulunbuy.

Phase 2 of this work asked residents of Yirrkala, Gunyaŋara and three East Arnhem homelands (Wandawuy, Gäṉgaṉ and Dhalinybuy) what services they think are important to access in Nhulunbuy and compared level of servicing in like-sized towns.
